Procurement and the Welsh Language – contracts and grants

Introduction

At the end of September 2015 the Welsh Language Commissioner gave notice to 26 organizations of the new Welsh Language Standards they are required to operate, and indicating what they will be what they expected to do and deliver in Welsh in accordance with The Welsh Language Measure (Wales) 2011. Various other bodies will receive similar notice in 2016 and 2017 to implement Standards

Procurement is a key area for enabling all organisations to respond effectively to the challenge of the new Standards, and appropriate and effective arrangements will need to be established in relation to contracts and grants.

Aim

The aim of this training is to clarify the main implications of the Standards with regard  to contracts and grants, and to share information on good practice in these areas.

Audience

The training is intended for officers in public sector and third sector organisations who are involved in managing, letting and monitoring contracts and grant allocations.

Content

  • Examine the rquirements of the Standards relating to contracts and grants
  • Consider the contractual arrangements required to respond appropriately to the requirements
  • Consider the arrangements which need to be in place for monitoring the implementation of contracts and grants
  • Consider which aspects of the administartion of contarcts and grants need to be recorded to comply with the Record Keeping Standards

Learning outcomes

Attendees will acquire information and an understanding of 

  • The requirements of the Standards in relation to contracts and grants
  • The arrangements and procedures which need to be put in plac ein order to Design, manage and monitor contracts and grant sin accordance with the Standards
  • Good practice in these areas.

Session to be conducted through the medium of English.

It will be delivered by means of PowerPoint presentation, group exercises and opportunities for discussion

Trainer

Dr Steve Eaves is Director of Corporate Language Planning for IAITH: the Welsh Centre for language planning. He has worked in the field of language Policy and language Services for the past 35 years. Steve joined IAITH’s Senior Consultants’ team 14 years ago following a career in local government language planning. He specializes in advising and assisting public bodies on implementing bilingualism. Steve also delivers training on a wide range of associated subject areas including language awareness, recruitment and language skills strategies, and developments in language legislation and policy.  steve.eaves@iaith.eu
